Are waivers granted for the CID field concerning GT and/ ST scores that are just short of qualification?

I may be wrong but I believe it is possible. You'd be better off retaking the ASVAB though.

There are no waivers for ST or GA scores. With your test scores being so close I believe you can just test out instead of going to the actual class to retake the ASVAB.

To request a waiver you have to get it from the MOS proponent. They don't usually give any waiver unless it's 1-2 points; that's for any MOS.
Whether you can just test out, as someone else suggested, comes down to the policy of the place you take your ASVAB. Most Army testing centers won't allow you to test without a FAST class. The other services don't have anything like FAST class and you can test at one of those.

I would also advise you to see the recruiting coordinator for your local CID office and to see your options. If they have space available and you're just waiting to increase your ST score you can potentially be borrowed man power and learn the job while you work on your ST score.
