It says qualified military retirees or DoD civilians as well as active duty:
https://www.carlislebarrackshomes.com/

The other three bases are Tobyhanna Army Depot, Letterkenny Army Depot and New Cumberland Army Depot.

Indiana - appears to have Grissom Air Reserve Base, NSWC Crane Division Base and Camp Atterbury
https://www.cranehousing.com/
https://www.military.com/base-guide/grissom-air-reserve-base/contact/grissom-inn/7488

I've never heard that a non-retired veteran being able to. They must have a lot of vacancies in their base housing at Tinker. Generally it depends on the number of units available. Priority is given to those active personnel assigned, then those assigned near the base, after that it is up to base commander.Response by SSG Russell Busicchia made Sep 15 at 2021 11:13 AM2021-09-15T11:13:01-04:002021-09-15T11:13:01-04:00MAJ Peter Picard7271650

Posts that have availability allow retirees to live in housing.Response by MAJ Peter Picard made Sep 15 at 2021 2:31 PM2021-09-15T14:31:55-04:002021-09-15T14:31:55-04:00SrA Miles Humphreys7274689

Great questionResponse by SrA Miles Humphreys made Sep 16 at 2021 2:16 PM2021-09-16T14:16:01-04:002021-09-16T14:16:01-04:002021-09-14T16:26:23-04:00
