I am a very anti-federalist bordering on anarcho-capitalist person, so my answer would be all of them. I think that the welfare system is better operated by collective individuals and groups be they churches, family, friends, good samaritans, etc. I think that education excels when it's not confined to bounded guidelines. I think that local communities know how and what they need in order to progress far better than a federal bureaucrat. I think that federal government's role should be national security, dispute resolution between states, and managing global affairs, period. <br /><br />As for why:<br /><br />Welfare: A federalist system of tax the worker to distribute the money to the non-worker creates a disconnected societal system in which members lose non-familial connections. Churches, social groups, friendships, etc. all become unnecessary, which may in fact help to produce a secular society; however, it also produces a society with drastically increased health issues such as depression and suicide. It creates a system that encourages fraud and discourages making an honest living. When controlled by families, churches and social groups it not only strengthens those social relationships, decreasing emotional problems, and increasing the health and productivity of all members of society it also allows for oversight to take action when welfare becomes an enabler for addictive behavior. It also encourages people to invest in their own communities.<br /><br />Education: The best teachers are those who find out of the box ways of teaching. The drone that sits on auto-pilot regurgitating textbook soundbites does not engage nor inform students. It teaches kids how to pass a test, if they don't get discouraged enough to drop out of school to go on welfare. Education is most effective when natural talents are explored, and students are encouraged to focus on what they are interested in - Specialization vs Generalization. Not only does this cater to a child's natural development, it increases their desire to participate and drives them towards graduation and a productive life. You cannot have that type of education from a mandatory cookie cutter program, some bureaucrat cooked up in Washington. <br /><br />Those are the two main topics, but you could delve into federal grant programs, etc. etc. that best serve as a way for the Feds to coerce the states into seceding power, but they all run the same side effects. The further you go from the local community, the more disconnected and dysfunctional the society.
