Their Officers NCOs and Soldiers are often ex-military or retired military. The legal difference is the federal government cannot activate them or order them out of their home state.<br />That being said many do attend military schools, courses, classes with the NG/USAR/RA facilities and posts located within their states. The money comes from the state in which they reside rather than federal funds.<br />Another thing that most don&#39;t realize is any county or group of counties within a state or territory of the United States can organize, arm and field a militia. Look to Teddy Roosevelt as one example and the Territory of the Philippines prior to WWII as another. He was a very good and experience instructor. Many years after he retired he was recruited by the USCG Aux. to be an instructor, a position into which in dove in all the way (as he did everything). I tagged along on some of his USCG Aux. functions. On some of those functions there were members of the California State Militia (which also tried to recruit my father). I learned that in the USGC Aux. and in the Cal. State Militia, there are many veterans, retired colonels, retired boatswains mates, veterans who didn&#39;t retire, anything you can think of. They were men who served once and wanted to serve again in some capacity. So, before you judge a member of the Civil Air Patrol, USCGA, State Militia, or any other military or naval or para-military service, you might want to get to know the men and women who are serving in that service. First, they are serving in a way that fits for them. Second, they may have served before and your salute is honoring that service as well. Organized Militias are controlled by a state under the national guard military department. Unorganized Militia are not conduned by the states. Most are idiots that pose as so called prepper warriors. Organized Militias are known as State Guards. They are basically as auxiliary force only used for emergency situation such as hurricane support. State Guards do salute NG Officers if working with them. It is just courtesy not required. I spent 10 years with the SCSG focused on search and recovery. We sent people to both New York 911 and New Orleans a year after the flood and found a dozen bodies using cadaver dogs.
