My PSG says that he is allowed to read the counselings to the soldiers but my name has to be in the block for the counselor. He says in the regs only NCOs are allowed to give counselings. i have read the reg from front to back and didn't see anything that said that. Had the Specialist been a squad leader, he would be expected to write counselings. Although he is not an NCO, he is in a leadership position. I see you're a Sergeant (E-5), so you are a Non-Commissioned Officer by definition. I don't see a problem unless the reg talks about the positions, not ranks, of Soldiers whom can give counselings.
