You have to be on active duty. The SMCR are designed to augment the active forces during times of war or national emergencies. Your Reserve Recruiter (an AR) has access to all the pubs and has contact with: HQ 4th MarDiv and HQMC. He or she has all the answers or knows someone who does; don't let them tell you otherwise. He should have you fill out an Individual Augmentee package and he can tell you what billets are available for specific MOS's, rank, and location. MSG would be included in that. Just as a general tip...It's been a long time (1998) since I was in the Corps, but things haven't changed that much according to many buddies still in. In general, Marine Corps directives are not created to document whether we are ineligible for something (If that were they case, they'd still be typing!). They are created or published to establish criteria or eligibility for various programs. If you do not meet that criteria, it is SOP to interpret you are ineligible, or disallowed, as you put it. Go active duty / regular - and pursue your dreams! The Marine Corps as a culture and institution smiles down on hard chargers that seek out "B billets" as they were once called (maybe still are).
