The answer to your question is below. Commanders can give the APFT as many times as they want, but you are only required to take and pass 2 APFT test a year. Only Army Reserves and National Guard are required to take APFT annually.

Look in AR 350-1

Section II : other army training programs
and selected personnel mandatory requirements

F5: physical readiness training program

k. If a Soldier fails a record APFT, commanders may allow Soldiers to retake the test as soon as the Soldier
and commander feel the Soldier is ready to test (not to exceed 90 days).Response by SSG Private RallyPoint Member made Dec 3 at 2018 6:42 PM2018-12-03T18:42:33-05:002018-12-03T18:42:33-05:00LTC Private RallyPoint Member4182115

According to AR 350-1, Appendix F: Mandatory Training and Other Requirements, F-5, Section II para 3(k): Soldiers must take a record APFT every 6 months for RA and AGR Soldiers, and annually for all other USAR and ARNG SoldiersResponse by LTC Private RallyPoint Member made Dec 4 at 2018 2:19 PM2018-12-04T14:19:40-05:002018-12-04T14:19:40-05:002018-12-03T11:29:26-05:00
