AR 670-1 UPDATE 7 March 2014

Army Secretary John McHugh on Thursday approved a long-awaited revision to grooming and

uniform regulations, according to an Army statement.

The updated Army Regulation 670-1 and related policy will replace more than 50 all-Army

messages and, “include new policies on many topics such as tattoos, fingernail polish, and

general uniform wear,” the Army said. “Some of the contents will also be punitive.”

The Army did not immediately release details of the overhauled regulations, but they are

expected within the next few weeks.

News of McHugh’s approval of the policy first went out in a Thursday memo to all general

officers.

The service is working to finalize a pamphlet that will be sent to every corner of the Army in

hopes of educating soldiers on the new rules.

Proposed Updates to AR 670-1

1. MANY changes are coming to AR 670-1. This is just a summary of some of them.

DO NOT BEGIN TO ENFORCE UNTIL THE REGULATION IS COMPLETE, APPROVED, AND

PUBLISHED!

2. New revision of the regulation will define the following terms: eccentric, faddish,

conservative, inconspicuous, unsightly, hair braids/plaits.

3. AR 670-1 will be a PUNITIVE order in the new regulation.

4. Sideburns will not extend below the top of the ear.

5. Soldiers will be clean shaven on AND off duty (even during leave).

6. Female and Male hair grooming standards will become more restrictive and better defined

(I'll have pictures for you at MHS).

7. Females will be allowed to put their hair into a pony tail during PT.

8. Males will be prohibited from wearing cosmetics to include nail polish, females may wear

cosmetics conservatively, but can only wear nail polish in service, mess, or dress uniforms.

9. Females fingernail length will not exceed 1/4 inch, no fake nails, add-ons, or extensions will be

authorized.

10. Tattoos will not be visible above the neck line when the IPFU is worn. Tattoos will not

extend below the wrist line and not on the hands. Sleeve tattoos will be prohibited (this one will

be grandfathered).

11. Soldiers will not walk while engaged in activities that require the hand salute (eating, cell

phone use, smoking, etc.).

12. ACUs will not be commercially pressed; hand ironing of the ACU only will be authorized.

13. Bags worn over the shoulder will only be black or the color print of the uniform i.e. ACU,

without logos.

14. the new regulation will specify civilian clothes standards both on and off duty and both on

and off post.

15. No visible body piercings on or off duty and on or off post, males will never be allowed to

wear earrings. Ear gauging will be unauthorized.

16. No dental ornamentation or gold teeth will be authorized.

17. Soldiers will be authorized to wear authorized ballistic eye wear in garrison.

18. Officers will be authorized to wear non-subdued rank on their headgear in garrison.

19. Males will be authorized to carry black umbrella with ASU.

Other than some verbiage changes, most of these have already been there before, so I don't see any life changing or earth moving major upgrades within the new version.

The key issue is getting the NCO Corps back to enforcing the standards and not being scared to do their jobs instead of being worried about "catching a case" as someone once posted before, if an NCO is doing what they are supposed as an NCO and doing it properly no such animal or case will occur. We need to put the backbone back into being the backbone of the Army and stop having excuses as to why the standards aren't being enforced and also this goes out to all the senior NCOs here on RP and others I have heard from and talked to that like to pick and choose the ones they enforce or say I don't see a problem with this or that, it is that mentality that is the number problem within the NCO Corps today, is the I don't see a problem with it mentality that has trickled down through to the junior NCOs and Soldiers, they see and hear that and that is when the continual breakdown starts and becomes larger and larger and then you complain about having no control of the troops or that they lack discipline. It starts with the leadership on discipline and doing the right things, the old saying "shit rolls down hill" well so does discipline and integrity, if it starts at the top it will be followed through by your Soldiers as well, set the example and lead from the front, not sit back and ALLOW it to happen and then complain you can't do anything to change for the fear of getting in trouble for enforcing it.
