Who is the approval authority for sign a DA 4187 more so approving separate rats? Also where in the regulation can I find that? I know AR 600-38 is about the meal card and BAS but I can not find who the approval authority is.

DoD Financial Management Regulation Volume 7A. Chapter 25 ( DOD 7000.14)
It just says "unit commander". I've completed these for Soldiers in the past, and the approval authority was always the Company Commander.
