Not chevrons , just straight bars. I was busy and couldn't ask him about it, but none of my colleagues knew either and it's not an rotc rank. Three horizontal bars represents that he is a Cadet Lieutenant (meaning he is going into his senior year) and probably a platoon leader for the underclassman.
