Any programs/grants available for a disabled veteran taking over a horse farm?

First let me state I realize I am a girl with a dream. I am a Medically Retired Vet who has recently bought my family's un operational, not even animal inhabitable horse farm. This farm is located in Lancaster County Pa. The farm is in need of more than I alone can handle, especially with my Medical issues. Does anyone know of any programs that could offer assistance whether it be labor or financial? Any and all advice is greatly appreciated!

If it's too big for your to manage on your own, have you looked into a small business loan from VA? Make a business that rents out the space to others who could use it. You're your own boss, get to be a part of something you like, and make money at the same time. You could also network with some smaller vet orgs and see if you could get "free" or reduced price labor to get parts of the property more manageable or marketable? It's amazing how vets come together to help each other with the promise of beer, whiskey, rinse, lather, repeat, and the knowledge we're taking care of our own.

Sara,
It seems you are right in the middle of all the big cities so I can see how keeping other peoples horses might be a viable option. So, first thing to do is Google all the horse people and clubs and businesses and start networking with them about what YOU and your farm can do for them. Since you only have 10 acres you could be a foster horse recovery farm, where someone rescues the horses then brings them to you to hold until they can be adopted out. Keep in mind, please, that anything short of racing horses is a black hole. Like owning a boat. It won't make you much money and you can learn this from talking to other horse people. I know this from my area here in Seattle. Any questions or if you need more idea's let me know. There will be a BUNCH of non-profit outfits that would be able to help you out but you will have to do the leg work of finding them. I can help narrow the search a little if you need help with that. I would recommend the following : your needs fall into many buckets so determine what the number one over rising cost is you are hoping to cover with a grant.
Determine if your horse farm can be or if it is I apologize a designated non profit or even better L3C which provides you the income and self sustainability to not have to go after grants alone as a funding source.

Sergeant, stand fast... as I too am a 100% service-connected veteran injured while on active duty in the Marine Corps shortly after returning from Desert Storm, I can tell you there are numerous benefits out there for veterans like yourself. First, I hope you filed a claim for VA benefits and already received your disability rating. Next, the most logical place to begin your endeavor would be with the VA's Department of Vocational Rehabilitation, as they offer several benefits for an individual with the desire to open a working horse farm... ranging from SBA counseling to money & benefits for your startup. The SBA for Veterans will provide you with the know-how to get financial aid to begin your endeavor and will also provide training so you don't end up losing everything after you get started. Moreover, you also have accessibility to a number of other benefits depending on your medical discharge rating, such as, an adaptive housing grant, specifically, the Home Improvement Accessibility Grant, commonly referred to as a HIPA grant. There is also another grant, which I can't recall at the moment but it provided me with $10,000 for structural modifications in my different homes, while I was using the GI Bill to go to school. Really, what you should do is go to VA.gov and get a benefit handbook for disabled veterans and/or medically retired veterans. There is also, both, federal and state benefits for every veteran who is eligible to take advantage off. You would also qualify for a huge tax break which I am sure your local tax assessor would never ever tell you about,unless, you fight for it. There are vehicle grants... free registration and license platas fees at your local DMV for veterans; should you need to have any structural modifications, the building permits will be exempt too. Woman, a pledge was made when we stormed the beaches of Normandy; a promise that weathered Tet; a contract was made when we stormed the Desert of Iraq! I know the previous phrase is all political BS but you served your country and was injured while doing it. I hate seeing deserving veterans get the short end of the stick! You had also asked about free/cheaper labor. I don't know about PA but here in AR we have a huge amount of vets and vet supporters. They are great about helping out in the community and especially with other vets. There are also motorcycle groups that might be interested in providing free labor to a vet. I say free, will probably need to furnish beer, lol. Best of luck. Really would like to see you make this a go.

The 2014 USDA Farm Bill has grants for Veteran Farmers. I am looking into it for myself. If you Google veteran farmer grants there are a few sites that can point you into the right way. Also there are some veteran farming groups that can supply some help on private farm funding. Is your farm going to be a non profit?

I would see if maybe some horse borders would help fix up some in trade for housing their horses. Maybe contact some veterinary places or the ASPCA and see if they could help out some?

Hi Sara, congratulations on wanting to join the equine community. I have a 40 acre horse ranch in Arkansas and this is what I would suggest to you, based on my experience. I would immediately go to your local FSA (Farm Service Agency) If your farm was ever registered with the FSA you are a step ahead in all the government programs that will open up to you. As a beginning farmer, and a minority owned one, you should also sign up with the National Resource Conservation Service (NRCS) They are usually co-located with the FSA. NRCS will help you do improvements to the place and will pay for the materials. It's a great deal and a great way to get water systems set up, hay planted, fences done. Loans are an option as well. I have not had to take a loan out as of yet for capital, I've used the NRCS extensively and that has worked out beautifully for us. And of course the VA can help with a business plan, depending on what your business will entail. But I will caution that unless the VA rep has experience in the horse community, the plan may not be the one you want. And finally, go to a local bank. Many are working with the SBA and you would definitely qualify. A good commercial lender will also help with the business plan, as they are familiar with the business community in your area. It took me a couple of lenders before I got a good knowledgeable one from an Agriculture bank. Hope this helps.

Become a non profit and offer services for healing to veterans. Become an entrprener as some programs there. Otherwise grants if offering services. There are vets who have horse rescue, farming to help with PTSD that are excellent and thriving. Okay, you're a female veteran. The SBA has a number of programs available to assist you. I saw someone recommended renting out space - good idea, people who want to board their horses with you is easy money. You can also check into therapy programs that need space as well as horses and tact for their programs. You could also provide a rest area for race horses to rest up and regain their strength in between race seasons - Southfork Ranch out side of Dallas was known for this prior to the TV show that changed it all. But first, go by your local SBA office to see what they can do for you and get you the operating capital to get you started. Good luck!

You need to get with your county USDA office. There are all kinds of programs available to help get new and beginning farmers started. When you go and talk to them just call it a farm though, not a horse farm. Many programs are area specific and you don't want to lose help say building fences if they are only willing to build fences for a cattle farm, etc. Also, after that go to the county NRCS (Conservation District) office and ask to apply for the conservation cost sharing program. They will help pay for interior fences, water lines to pastures and sprigging of former crop lands in erodible areas.

It's a section of the VA that does a lot of the same work that the Small Business Administration does for civilians. Talk with your Ag Extension folks. They can advise you about developing internships for HS students and Cooperative Education programs with Ag program college students. You don't have to limit yourself to PA; neighbor states' Animal Science programs may be interested in working with you on behalf of their students. The general idea is trade labor, at reduced rate (for you) for experience (for them). That may all have to wait 'til your operation is underway, but planning ahead can underpin your business plan that you're going to use to support your loan application.

You can also go to your local SBA Small Business Development Center and they will provide assistance with business plans and provide information about requirements for businesses. They are very helpful.

Good day SGT, I stumbled upon a site at http://www.outreach.usda.gov/veterans.htm# and this site values the introducing (or reintroducing) veterans to agricultural jobs, USDA encourages their participation in rural community and economic development. Check with your VA Regional office- Vocational Rehab section: They can help you with training and a stipend during any training and during periods as you get going like "OJT or Interning" Make sure to apply for unemployment & Social Security Disability: remember involvement in any of these can open additional doors to assistance programs. Lastly:
A disabled veteran in Pennsylvania may receive a property tax exemption on his/her primary residence if the veteran is 100 percent disabled as a result of service. The exemption amount varies.
Pennsylvania
The 100% is based on VA service connection and if you are between 70%-90% SC you can also apply for Individual Unemployability (IU) from the VA which pays you at the 100% rate while unemployable, or going through any Voc Retraining program to become employable again- best bet is to contact a VSO Vet Service Organization to assist like the DAV or VFW.
Vet Success on VA.Gov or through ebenefits is helpful as well.

Go to your state website and see if there is a local(ish) small business association, and workers assistance programs. FYI, California (where I am at) has to do at least 5-10 % of its business with vet owned businesses, so check that too.

We did something similar. Retired to a ranch in WY, with horses, dairy cows, meat & dairy goats, sheep and chickens. Finding good help can be a challenge.

On the financial side check out the Farmer Veteran Collation. They offer both grants for farm related activities as well as mentoring and other support to vets transitioning to farming. They provide a avenue for companies to channel funding to veteran farmers. Have found them good to work with. We were awarded a $5000 grant from them this year to build our milking parlor and milk processing room.

There are two different types of opportunities that can aid you. First, there is Department of Agriculture Loan Programs that can help you with Financial issues. Also, there is an SBA Loan Opportunity. Depending on your Disability Rating, you can get a significant loan size with small payment options.

SGT Sara Hodgkiss I know it has been a while since you posted this, but I have a idea that might work for you. Can you do a joint venture contract with any adjacent horse farms. Basically you partner with them to run your farm. They get added income and you get an operation to call your own, no matter what your physical limits are.

I have been wanting to do this as well in Florida. My credit has been the only thing stopping me from getting "anywhere". All these postings with links, many of them require really good credit or a great amount of start-up cash, then after you have dropped your money, they "decide" if they want to come along-side. I lost just over 18K that way, waiting for SBA and another one (cant (remember the name) to "decide" if I was a good choice for them to aid. After I was nearly homeless from my personal investment and getting a lease signed with building permits, they then decided i was a potential risk.

I know this is a rather old post, however for any Veteran who is interested in agriculture in general there is a non-profit organization called Farmer Veteran Coalition. FVC is a national organization with chapters in a large number of States. It's well worth joining at no cost. The group provides numerous grants to individuals every year. The group is comprised of like minded Vets working in agriculture, and there is no shortage of people willing to lend a hand to support their fellow brothers/sisters.
