Any units currently or recently awarded Civilian Achievement or Commendation awards? Volunteers, foreign etc. Seeking to best understand the process.

This is covered in Table 2-1 of AR 672-20, Incentive Awards. it will list the type of awards the commander can issue, and to whom.

I had a 1SG (USAR) that on the civilian side was an RPAC supervisor for my area of units that used their administration. Anyway, a COL awarded her the Civilian version of the ARCOM.

I remember vividly because I was looking at her ribbons on the leadership photos, and wondered "what the hell is that ribbon that looks like an ARCOM but is not an ARCOM".

Anyway, that's how I learned about it.

Interesting question. I served on a MACOM Civilian Award Board for 3 years when I was a DAC. Never saw a recommendation for a National Guard or Coast Guard member or employee. NG employees are generally state employees, so they probably aren't eligible for Federal Awards. CG civilian employees work for the Dept of Homeland Security. Since they are Federal Employees, the CG civilians might be eligible. Read the criteria carefully.
