Any ideas why the Donald J. Trump Foundation isn't a part of the Combined Federal Campaign?

I like to use the CFC information to evaluate charities for efficiency, but I can't find them in the book.

Actually, charities have to do a lot of paperwork to get into CFC and CFC cost money to the charity. That is why a lot of smaller charities can not afford to get into CFC. (Trump charity did not need CFC donors. I think it was for much larger donors than what we get paid.)

CFC is for public charities that receive money from many individuals. The Donald J. Trump Foundation is a private charity, which receives its money primarily from one individual. Thus, the Donald J. Trump Foundation doesn't need/want crowd-sourced donations.

Just a reminder, the CFC is not a charity.
The CFC is the official workplace giving campaign of the federal government. The mission of the CFC is to promote and support philanthropy through a program that is employee focused, cost-efficient, and effective in providing federal employees the opportunity to improve the quality of life for all.

Not only does it cost to participate in the CFC all operating and administrative cost of the CFC is deducted from the monies donated.

The Trump Foundation is set up as a charitable trust which is designed to provide a tax shelter and structure for Trump and others to donate money to charities that he identifies, but is actively managed by someone (or a board) with delegated authority for day to day operations.
Unlike you or me dropping money in the red kettle or using CFC or even tithing at church, Trump has a much more complex life, tax, and charitable giving situation. The Trump Foundation allows him to give to organizations he supports without distractions or legal entanglements (theoretically!).

CFC charities must meet standards that the Trump Foundation was never set up to attain.
