In 2015 they changed the policy stating that for each of the 5 operations you are allowed a service star. Iraq 05-06 netted me 2 stars on my ICM. The GWOTEM is a different beast though, it was stopped for Iraq/Afghanistan because they both got their own campaign award, so it matters where you went as well as the times you were there. The GWOT-EM was reauthorized in 2008 for certain GWOT missions in specific locations. In 2015 the list of locations was expanded to include Iraq and Afghanistan for the new Operations.
