I just got promoted and started working in a different company and section the same day of my promotion. Now I need to start my Change of rater NCOER. I was a SGT the entire time and all my duties were on that level. Should I put my previous rank or my current rank on it?

The rank that you had during the majority of the rating period does not matter. The rank that goes on the NCOER is based on your rank on the day of the thru date. Example if you got promoted 1june 2018 and your thru date was 1 june 2018 or beyond the rank would be SSG. If the thru date is prior to your date of rank for ssg then you would place SGT on the eval. I jope this helps you out.

Is there something in regulation that states this black and white I’m currently in this scenario. My change of rater thru date is day before i was promoted

Wondering why you are doing your change of rater? Shouldn’t you have had sessions with your rater going over your support form?
