A friend is wondering what are these ribbons and what era are they from?

It looks like a State/National Guard award, it doesn’t look like anything I’ve seen from the Institute of Heraldry

Quite possibly these belong to State Defense Forces. I've looked at all National Guard ribbons and I didn't see any of these.

Well, I can tell you that they are not awarded by the active US military. I think its more likely they were awarded by Junior or Senior ROTC or some other quasi-military organization.

Check http://www.vanguardmil.com. They have almost every ribbon made. These are probably Junior or Senior ROTC ribbons.

I can confirm that it’s none of the branches’ JROTC ribbons, they look to me like Sr. ROTC ones. According to supplyroom.com the first one is the Bn CDR’s Military Award, while the other two I can’t find anywhere on the site. Hope this helps

Cadet CSM Smith is correct about the Battalion Commander's Military Award. The others are (L to R) Military Proficiency Award and Physical Proficiency Award.

They could also be commerative ribbons for the military or ribbons for veterans groups as well as police and firefighter. For all we know, they could be forwign military as well. So many places to look.
