Finland has a plan to cover costs through higher taxes. What would you think if the United States implemented a similar plan?

No, wouldn't even entertain the thought. If we were developing a way to take care of our own, that might be a different story. I understand that they are in a bad place. I understand that they are in need, and may be less fortunate, but who is to say the person we would be giving aid to wasn't saying "death to America" right before they evacuated...

No. However anyone who does want to can always use their own money to support as many as they like.
