How prevelant are command decisions made by leaders to pad OERs?

Latest trend I've seen is to see what block you received on your last senior rater eval and check the opposite, so every other year you get top block, the other argument is command positions get the top blocks and staff get highly qualified. Within a few years I think this quota system will be so bureaucratic that the intent of the quotas is totally destroyed.

I would hope it isn't happening at all, but with the amount of toxic leaders and narsassitic individuals I know it happens. The things that can be done at all levels is to just be yourself...if you are the right guy/gal at the end of the day it will be noticed.
