What Phase of PRT should a Soldier be right after a PCS?

I am in charge of an inprocessing platoon for my Battalion. We take all of the new soldiers coming into the unit and get them trained up before being sent to their companies. My question is what Phase of PRT should these soldiers be in? It was brought up to me that because they were on PCS leave, they should be in the conditioning phase, but from what I am reading it seems like they should be in the reconditioning phase? Anyone have an answer for this?

Sustaining Phase..just because Soldiers are reporting in after coming off of PCS does not relieve them of their responsibility of exercising and staying in peak physical condition. The purpose of the sustaining phase is to continue physical development and maintain a high level of physical readiness appropriate to duty position and the requirements ......even when on leave.
