Since I don't have MOS orders after one year, do I have any recourse other than hurry up and wait?

Long read, but necessary to understand totality of circumstances. I MOS-T'd in 2020 and graduated from the Reserve CIAC at Camp Williams in August of last year. Initially, I requested MOS orders in September of last year upon returning to my unit. Since then, my trust and confidence in my chain of command has all but completely disappeared. I am CC'ed in email traffic between our Company ADA and our BN that in laymen's terms notified us that my first request for orders was going to be held until IPPS-A was fully implemented, which was not going to be rolled out until the next month. Since access to IPPS-A was not granted with any sort of order, my ADA could not view its progress. After a few months, the ADA informed me that the packet was retroactively accepted before IPPSA rollout and made it to brigade but lost in the old army records management system because they did not pull it out. So, a second request was supposedly made. Last month at drill, I requested an update after being out of the country on a unit approved trip for five months. The second request was never approved by my CO, who had then rotated out of command. My ex-CO was notified and apparently signed that request, it made it all the way to BDE, but they needed a reroute for a "correction." A few days later, I am informed that the packet needs to be resubmitted again. Upon requesting an update, I am informed my new CO has had the request for over two weeks and no action has been taken. I had to extend for one year after my initial contract to wait for these orders, effective 09 APR 2023. It is now 08 AUG 2023, with no verifiable timeline on MOS orders. Do I have any recourse at all? This seems like complete ineptitude at all levels to me, and MOS orders are very simply executed actions. My career is at a complete standstill, and I do not want to be processed out with nothing to show for it?
CAVEAT: I am also promotable to E5, and it is required to hold the 35L20 position I am qualified for. Should I expect the same issues for a promotion packet?

If your unit is doing you dirty like this, I would not be surprised if they do you dirty with your promotion packet.
I would take all this information and call two people. Your Brigade CSM and the IG Office that services your Reserve Unit. Law out all the facts as you know them. There is absolutely NO reason why you were not given your MOS orders in 2020.
Yes, IPPS-A has its issues....but this is straight up human stupidity and lack of care for Soldiers.

Thank you MSG, I agree. I do intend to escalate to IG NLT Friday of next week if I dont see verifiable progress. The email traffic suggesting that BN would hold the packet until after IPPSA was fully implemented really irritated me.

MOS orders aren't quiite as important as what your DA 1059(s0 frorm that school say.
Accordnig to your Reservations screen in ATRRS, you completed Ph1 and Ph2 of CIAC, but you were never recorded as an input, or completion of Ph2.
You and your unit need to contact the course manger about that, right away.

SPC(P) (Join to see), Are you currently Promotable? i.e. have been board and recommended by the BN promotion board and currently appear on the PPRL as "not in a promotable status"? You can be boarded and recommended without MOS orders (if they are pending for an IET grad).
To be clear, your CSM should be tracking that you are not DMOSQ. Your name appears on the list monthly that is briefed to the BN command team by the S1. My guess is that the S1 is telling them they are working on it. MOS orders, as indicated by MSG (Join to see), is a relatively simple IPPS-A action. But reserve PACs have a huge learning curve apparently.
Nothing you have suggested indicates to me that anyone is willfully negligent, just slow and without excuses. My advice is to use the Company Commander's open door policy to ask where your MOS orders are and if you are unhappy about the answer talk to the 1SG and then the CSM. The CSM can get you fixed quick fast and in a hurry even if S1 has to submit the action or the BN CDR initiates boot.

According to our ARA, I am on our EEV list and promotion eligible. I have asked about going ahead and frontloading a packet, but this is where there is some conflict of thought CSM Everroad. I have a few people in my chain saying a packet is still necessary. I have another saying SMAPP will automatically promote me, as my new "notional" MOS skill level (35L20) is covered by that program, although I was never knowingly enrolled in SMAPP. Im also told that promoting now will take me off of our roster and back into my primary MOS, even though upon viewing our roster, I am slotted in a secondary position. I have to say the general blanket confusion at the lowest levels (company and battalion) about my situation has greatly reduced my trust and confidence in them.

SPC(P) (Join to see), if they are telling you they are not boarding you because of SMAPP, you might want to read the MILPER (21-365). You have to apply. Judging by what I have read about SMAPP, you don't have to submit a promotion packet, but you still have to submit a bunch of stuff to HRC for the program.
Alternatively, You have to submit a promotion packet for each MOS you want to be considered for. Promotion eligible is way different that promotion recommended. Once you have been boarded and recommended, you will appear on the PPRL. I have no clue what the "EEV" is. Your CSM has access to the PPRL (Permanent Promotion Recommend List), your 1SG can view it. If you are not on it, you are not OTW to getting promoted (the normal way).
Being in a promotable status has nothing to do with the slot you are in, nor any slots open in your company. You are slated for vacancies based on the mileage on your elections of options statement. If there are no open positions within your stated willingness to commute distance, you will not be promoted. You can be on the PPRL, but until there is a slot open in your stated mileage or you change your milage statement, you will sit there for two years and then automatically fall off and will have to be boarded again.
