I was told by EFMP at JBLM that I need to submit a memorandum for reconsideration to appeal my denial, however the only guidance that was given was was use my own words. Neither my leadership nor myself have ever heard of this type of memo being done and do not know how to start. An example will be very helpful if anyone has one.

SGT (Join to see), a little bit more information would help. What were you denied? Enrollment into the program? Denied services at a location you're going to PCS to? Denied cancelation of a PCS because a family member wasn't considered as requiring services at the location?

SFC Kelly Fuerhoff at first they said not to get an IEP because I would’ve gotten to Hawaii before he started school. I deferred my orders to be able to rebuttal efmp, my son now has an IEP and I am working on the memo because he will be in school with my new report date

SFC Kelly Fuerhoff - Ahh.. Thanks for the clarification. When you said "you don't have to be in school to have an IEP" it threw me for a loop. I don't think we ever had a IFSP, although we did start early intervention support and services around 18-20 months. The IEP step never occurred until we sat down with the team when he went into the early childhood special education Pre-K.

COL Randall C. - SGT (Join to see) While I have nothing for the EFMP side I can say two things, 1) we started doing speech therapy via tele health long before I retired in 2021 and 2) Tripler is huge with assets. If they dont do peds speech therapy I would be surprised if you cannot get services in Hawaii either on location or virtually. We even started peds development via tele/virtual health

COL Randall C. - I can't remember if it was the social worker at the hospital or who got us connected to the school district where we lived when I was at Offutt but she got into Early Intervention 1-2 years old because of her kidney issues and all her edema she didn't learn to walk until she was a little over 2. Right before her double nephrectomy actually as we had just gotten the walker that EI had customized for her. So that helped as after surgery she was a little shaky and it helped her move around the hallways at the hospital. I think at 3 it went from IFSP to IEP. But she never did preschool there. She did "preschool" at the daycare when we got to JBLM.

She has had an IEP here since kindergarten and then it was just adjusted right before school ended and she's going into 4th grade this next year.

The lady at the EFMP office here at JBLM when I asked if they had a reference for me to go off of. I have already gotten the medical and educational forms filled out again that they wanted me to do and when I went to submit them they said I needed that memo but gave me no guidance as to how to go about it.

SGT (Join to see) - Be very nice and ask for a sample memorandum that has been submitted. Perhaps you can say that the COC is mandating you to write the Memo ASAP, but they are not aware of the composition of the Memo. Sell the story that you are desperate, and I think you can easily convince her of that. Tell her to white out sensitive information.

As an aside. Sometimes I told soldiers who were tasked to do things to tell the office that I was a mean ass commander and sometimes they garnered sympathy. lol

SGT (Join to see) - Think of all the different ways you tried to get the info for the memo and communicate that to her. Be nice and sell your story. You can tell her that your commander and 1SG expects you to write the memo and that aint a lie. Tell me how it works out.

If you are appealing a joint domicile denial based on available medical care for a dependent the Army's stance won’t change with an appeal. If they cannot properly care for your dependent then they won’t allow them to join you on this particular assignment.

You should obviously submit the appeal, just don’t get your hopes up. The appeal is a simple Army Memorandum For Record requesting the appeal and the facts supporting your reasoning.

Keep in mind the issues associated with allowing someone in assignment without the proper medical care, treatment or support.
