Battling Liberties with Sequestration

Our base has been losing opportunities such as an auto hobby shop- where service members could work on their own vehicles- to sequestration. As a result, those who do not have access to private facilities such as an off base property are being restricted to not being able to work on their vehicles in any capacity. What are some creative and possibly frugal ways to allow service members this simple liberty?

Sequestration is the sub-text by which many government provisions have been temporarily suspended or eliminated. One very obvious solution is a 180-degree change in the White House in November 2016.
