Can someone go to ALC or get promoted in the IRR? How would someone go about doing either?

Yes to both. If you're in the IRR, you are managed by HRC's IRR/IMA Program Managment team*
Regarding promotions, just like the other components you'll go in front of a promotion board based on your Time In Service/Time In Grade requirements and if selected will pin on as soon as you are eligible (again, TIS/TIG) since you don't have a 'slot' that you are assigned against.
You'll contact your manager at HRC regarding getting slotted into PME classes.
While it's a bit dated, you can get a pretty good overview of the IRR by looking at the IRR Handbook*

Another question to add on to that: In your opinion do you think it would be easier/faster to go to ALC in the IRR or in the Reserves in a 00G immaterial position which is what I am currently? Neither would really be on a high priority list I am assuming

SGT (Join to see) - I can't give you a definitive answer, but my understanding is that you have to request your PME though HRC and they have to have the money available, otherwise they will budget you for the next FY.
Attending PME in a drilling status (either USAR or ARNG) generally means availability vs funding. I can't recall a single instance where I had to refuse a Soldier's request to attend their PME from a funding point of view. There may have been a seating priority that they ran afoul of or they may not have been able to get the time away from their civilian employment when the schooling was available .. but it was never a funding issue (for required PME ... funding for 'optional training' is a different story)
