My command team wants to know if we really have to go to the MSTC every other year to recert. We are National Guard and it eats into our support of Annual Training. I thought we could do it ourselves in the Battalion.

No, it is only required if that 68W needs to retain his 68W MOS and/or stay in the Army.

4–3. Basic licensure, certification, registration criteria

So yes, it is required, and even if you have the people certified to run it within the BN, it still takes the same number of days to complete and has the same impact on your support of AT.
Actually running it yourself costs your BN more total man-days to get it done:
You're burning days on some currently certified medics as instructors, and your PA to oversee, AND the the days on your medics that need recert. That leaves you with even less available for AT.

I would only add that whichever course you are using to retrain must be accredited. AMEDD has accredited all MSTC to provide the 48 CEUs for recert biannually. If you do training at your unit, these would not be considered accredited amd therefor not count towards your NREMT recertification. However, if you used a commercial CEU program for the 48 hours and then conducted the Table VIII skills evaluation, you would meet all the requirements for MODS and NREMT to recertify without going to the MSTC. The MSTC is a convenient package to do medic recert in 1 stop.
