Trying to dig into regulations and figure it out but confused with the way that some stuff is worded and seen. I know that Involuntarily waived dwell time is Secretary of Defense level but what about voluntarily waiving dwell time?

The DoDI putting in place the guidance on dwell time is for the protection of the servicemember. The servicemember can always waive things such as dwell time, 30 day notification, 4 month prohibition after the birth of a child (mother), etc.
