According to the regs, once demoted a soldier has to serve their TIG to get their rank back however before that they start popping up on end of month reports for promotion. Is it possible for the command team to approve before their TIG?

No
Any Soldier previously reduced must be fully qualified (without waiver) for promotion to the next higher rank.
AR 600-8-19 ch 2-3

but then, you said yourself "according to regs" so you must have read this, why are you second guessing it?

Just because I had seen it while working in the orderly room that they started popping up for promotion approval and was curious why that is if the reg dictates otherwise.

I edited my comment ... as I said, "trust but verify info provided by your "smooth as silk" PAC NCO."

SGT (Join to see) my other comment was why a previously reduced Soldier would expect that a commander would give him a waiver to them (not that it applies in this situation)? The commander only has a limited number of them and usually only passes them out to exceptional Soldiers.

SGT (Join to see) - why they pop up on the report?
Because we didn't specify in the contract for eMilpo to auto filter those specific cases based on reg.
whether it's eMilpo or IPPS-A, you'll find that you still have to do your own work, (like catching these cases) because we failed to include specifications, or we let the vendor slide on specifications.

Waivers are not authorized for Soldiers who lost rank from an Article 15. If rank is reduced from an Article 15, they MUST serve the full TIG requirements (again) IOT advance to the next grade. If the Command is approving advancement to the next ran prior to their meeting TIG after having lost their rank, that sounds like a waiver is being given. Which is a no-no per regs.
