Tampa BAH for gi bill students not enough?

I feel as though living in California and Arizona my the BAH was more than adequate, comfortably afford new two bed apartments. Attending college in st Pete, fl and the gi bill bah is not matching housing prices whatsoever, the average two bedroom house/apt is roughly 2800-3000 dollars a month. Our gi bill is 2100, is there a way to initiate change for this?
