My ETS is in December 2023 and I want to re-enlist. Is the ROW still 15 months from ets or has it changed to 12 months? So when can I re-up?

Eligible population is by fiscal year ETS. You are a fiscal year 2024 ETS Soldier, you'll be allowed to reenlist next fiscal year, which starts October 1st. The rules for next fiscal year haven't been announced yet, but you'll either be able to reenlist October 1st or in December, depending on the rules in place.
