Does ETSing a good Soldier seem easier than chaptering a bad Soldier?

Has anyone else noticed that good soldiers are being forced to ETS and it is getting harder to chapter soldiers that cant pass there pt test of even properly perform thier job. Please give me your input on this I want to know if it is the same throughout the military.

I once had a turd who, by order of my leadership at the time, was untouchable. They were so desperate to get rid of him that they wouldn't risk any UCMJ actions delaying his departure. It worked though.

It's harder and upsetting because sometimes you feel that if it was your Soldier you could have made the difference in their mindset. The most difficult chapter I had to conduct was on my Soldier that stated he would not cooperate in any way unless he was shown respect (which isn't bad but his tone was terrible). He had respect for me, but still wanted the Army to pay since it was kicking him out and doing it to him in a way that he didn't like. It was like tug of war at times, it was very difficult.
