How would you improve the management and assignment of our experienced personnel?

I would consider giving our personnel a choice between three duty stations and more longevity at the location assigned. I think less personnel movement will be beneficial. It allows troops some stability to buy homes, raise families, plan for the future, children stability in schools.
It allows personnel experienced in the unit/organization to maintain continuity, contribute to organization assigned long-term, grow and develop relations with peers/ superiors. Allow opportunity to settle into the culture of units.

Lt Col (Join to see) I believe leadership/promotion potential is recognizable regardless of circumstances. True leaders will have a signicant impact on their organization and Rated/evaluated accordingly. I would a portal with available assignments and servicemembers can voluntarily opt for positions. The servicemember would have to agree to surrender his stabilization. It gives the servicemember the flexibility to decide whether competing for promotion is his priority.

Are we utilizing our personnel efficiently or are we just filling in the open billet with the next available correct AFSC? Can we improve on the process?

I can't speak for the entire AF but in the CE community I believe we do an efficient job. Our MAJCOMs do a good job of reviewing positions and ensuring that the correct AFS is matched according to the mission at that unit at the same time balancing the available authorizations to choose from.

A lot of guys on Reddit said the air force could really use a return to warrant officers. A lot of our enlisted just want to stay technical experts which you don't realistically get to be when you get to MSgt and up. WOs could ensure we get personnel who are passionate about their career fields.
