Can an ADOS tour positively impact a Federal Employee's pay and promotion eligibility, especially when MOS and GS positions are related?

Specifically, can an ADOS tour for a year in a billet (e.g., O5 equivalent to a Federal Employee GS14 position) that essentially ranks higher than one's Federal Employee GS position (e.g., GS13 Step 5) lead to a pay increase of several steps (e.g., GS13 Step 10); plus possibly allow one to skip a band pay level (e.g., GS14) and become eligible for a promotion at the next band pay level (e.g., GS15), especially if MOS and GS positions are related? Thanks in advance!

Generally one must have a year’s experience at their current GS grade before they can apply for a position at the next higher grade. There are some limited exceptions for specialized skills but you would need to talk to the servicing CPAC for each position you are interested in. The are also developmental assignments where you have “gates to meet and as you meet them you are promoted until you obtain the targeted grade. Once you are employed the is no provision to jump multiple steps in your current grade. Depending on your step you you will get a step increase at one, two, and three year intervals. You can also get a quality step increase based on performance but they are limited to one in a 12 month period.

At my civilian agency and office, a colleague of mine who does basically the same job but in uniform was able (after leaving AD) to land A GS gig that was two band levels above mine ... so just hoping time spent in a related job in uniform can help open doors for me in terms of pay and/or promotion opportunities (probably at another agency).
