I joined the Army because I wanted to have a career that would lead me into a good civilian job. I wanted to be a pilot since I already had the education for that, however my recruiter fed me a bunch of BS about how I need to get through basic and then submit a packet. So I enlisted as a 37X. I went through MP OSUT after telling my recruiter about how I worked law enforcement in the past and if I worked law enforcement again I feel I would end up depressed. I literally told the man "Not MP". So anyway after OSUT and Airborne, I failed selection and am now an MP. So I'm now looking to put in a packet for a job that you would help me achieve my goals. My dad works in the IT industry and has managed to sway me into looking at 17C so that I can get experience and certs while I advance that even further by taking advantage of TA. I'm having trouble finding any resources online as to how to to about building a packet and submitting it. Are there any resources or do I need to talk to someone?

If you don't already have experience in IT you're probably not going to be selected for 17C. You have to fill out a packet and have your Career Counselor submit it to the cyber proponent. Probably won't be selected, but you lose nothing but time by trying.

I advise that you apply to be a pilot if that's what you've always wanted. It's a very attainable goal and you don't actually need a degree to do it in the Army as a Warrant officer. Or you can go to OCS and branch Aviation if you specifically want to be a commissioned pilot.

If you do reclass into something else you will be required to be at your station for at least one year.

Did you talk to your career counselor? I mean...if I was looking to reclass I'd go talk to the retention NCO or the career counselor.

If you want to fly then apply for it. The Army's aviation pipeline is pretty acheivable in comparison to other branches. Cyber Security isn't something you generally jump into without previous work experience in IT. The bar expectations are pretty high. You would have better luck going Warrant and flying. Talk to a career counselor.
