Can someone explain"48 months of experience in the primary Ordnance MOS documented on NCOERs"?

Does this mean that the time only counts from E5 and above or does the time count before E5 as well? Cause I have been sloted in a E5 position as a E4.

It means exactly what you were hoping it didn't mean.
The packet also requires ALC complete, so you'll have time to rack up the NCOERs while you're waiting for that seat.

It most certainly means tha you need 4 NCOERs to be able to qualify for that WOMOS. Unfortunately even though your were slotted for that position the NCOER is the record for your performance during the time period.
