I once heard MG Brooks (now GEN) say that we don't need to do more with less rather do different with less.

The USMC runs at about 85% T/O during (nominal) "Peacetime," then during times of conflict we bump to 100% using reserves. So essentially we run short-handed during "normal" operations and surge to what we're supposed to have.
Between work-up cycles, (low tempo) we'll send folks to other areas and supplement them. It's like juggling a skeleton crew around.

Maybe things have improved; my jarhead friends spun some awful stories of what they didn't have that they needed to do what they were supposed to do back there in the Zone.
I suspect their evaluation would have been closer to 50% (peacetime) and 80% (full-on combat zone commitment).
