Currently PCSing from Korea to FT. Drum. I was in Korea unaccompanied and now that I am headed to drum my wife of 10 years who has a 15 year old daughter from a previous relationship has custody of the child however the father can forbade my wife from moving from the current school district with out his permission which he will not grant at this time.
What should I put in a memorandum or packet to ask for this ETP?

I'm pretty sure BAH ETPs go to SECARMY for approval. You are entitled to the BAH w/ dependents rate already. BAH is based off servicemember's duty location.
You, would likely need the ETP request memo (written VERY well), marriage cert, child's birth cert, divorce decree stating that she cannot come with.
But here's the issue. She's not your child (legally). Your w/ dependent rate of BAH is based off your wife, not her daughter.

Hold up. Who has primary custody of the child? Is it the mother or the father? What you are describing is nothing like any sort of divorce settlement I haver ever heard of. Normally, even in joint custody, there is a primary custodial parent and that parent can then move etc., as they see fit and the other parent just has to deal. There is no "forbidding" or "need to seek my permission" BS.
Sounds like a load of BS to me in terms of the child.
As to your situation? Korea was one thing, but with you PCSing to Ft Drum, the Army is going to be unlikely to grant that.

SGT (Join to see) I went off your profile.
I've tried for a BAH ETP before. It has to go very high and possess extreme hardship.

I had a wife and kid (my kid at that) who were living in CT and I had Campbell BAH while living in Germany unaccompanied....it didn't make it close to the approval authority before getting shut down
