Sometimes it would take more than that depending on where that extra line needed to be run. As a former S6 guy, every time I was risking my life outside the wire or up on a rooftop it was to be Time Warner/Charter/Comcast/etc. guy.
Once everything was up and operational, we spent close to 75% of our time working on morale communications instead of mission essential ones. Not that the tactical stuff took a back seat, the operators and their NCOIC/OICs were trained well enough that they didn't need our day to day assistance as much. I am not knocking it in any way and was happy to provide. I know how phone/internet accessibility can affect morale. In this day and age it is almost as much of a necessity as beans and bullets.
