It seems like every year the discipline level and professional level of people new to the military drops a little bit.

Oh yes. Clearly. It has come from a result of decades of war and needs to fill the ranks.

It's been almost 16 years since I retired, so I can't speak to what is happening now, but I did notice a a decline in discipline over the course of my tours.
If what I'm seeing on Rallypoint is any indication, I'd say we still have very good people in the service, but their numbers are fewer, as a percentage of the whole.
