Bad Airman or Bad NCO's? Who's to blame?

I work diligently to grow my Airman and NCO's and due to the longevity of Reserve units, I am blessed with little or no discipline issues. My peers however are not so lucky. As I have progressed throughout my career, I compare my generation and that of the current generation and wonder what the difference is. Are our Airman so bad or have our NCO's become so focused on themselves they aren't leading their Airman. I travel extensively and when I read the Judicial reviews in base papers I see trends that are disheartening. Where is the problem? Airman or NCO? I think it rest squarely in NCO side. I was saved by strong NCO's. What says you? Can our Airman be saved by strong NCO's??
