I recently had to go to my PLT Sgt about the toxic behavior of my current team leader, not just to myself but to my co-workers, with text proof of a hostile attitude and an unwillingness to listen to any form of reasoning, this resulted in her getting a counseling from the SSG in charge of the two sections we are all attached to. Today all of us in the section that she has control over has received a counseling statement, with a piece to it that I will attach with a picture.
Now, Obviously I know that this new "Policy" has been put into place because of me using the Open door policy, but since it affects everyone, I'm not sure how to go about bringing a resolution to the situation as AR 600-20 doesn't cover retaliation, just goes over the fact that a unit will have an open-door policy. Advice is very appreciated, Thank you in advance

EDIT: For a bit of clarity that I forgot to add, the rank structure goes from my team leader to the PLT, SGT. more small group, then PLT type of organization, In other words, I didn't just jump over people to use the open door policy.

SGT (Join to see) It does not read like a sound leadership decision, but I can not stretch it to retaliatory action based on what was presented.

As for the new "policy" that will work itself out the first time the 1SG, CDR, post CDR, CSM walks by and says, hey SM, how is it going and the response is, "Sir/CSM on written orders of my Team leader, SGT XYZ all SM in this section are forbidden from speaking, or using any other form of communication unless it is directly work related, there for I am unable to answer your question at this time."
The response will be a quite, "ahh, ok, would you happen to have a copy of this written order?"

Bide your time, do as ordered, its unpleasant, but no one is going to die over it..And stupid policies created by low ranking NCO's tend to piss off an audience unintended and then get rescinded quickly.

I'd also recommend posting the order on the door or on a publically visible table so that everyone understands why you can't talk to them.

AHAHAHAHAHHAHAHHAHA!!!! I'm sorry. I am not laughing at you SGT (Join to see). I am laughing at the overzealous wording this NCO chose. I certainly see the underlying intent of this NCO.....but this is gonna come back and blow up in their face.

My recommendation: Follow these instructions to the letter. Then, mentally sit back and quietly watch this fail for this NCO miserably. Oh...and don't forget the popcorn.

My recommendation would be to give them what they are asking for and see how long this lasts. This is just poor leadership in my mind and wont be sustainable. Good luck

SM going "SNAP" to POA or PR all over the section area will attract attention, then some grumpy senior NCO will ask a few folks whats up? "Like the change SPC, but where is this coming from?" A few unhappy SM will tell the tale and said grumpy senior NCO will make it their pastime to seek out said "leader 43 times a day and remind them.....that if you order it, you better do it as well...
