While stationed in Hawaii and having my parents listed as secondary dependents, will I receive OHA or BAH?

BAH, Geo-Bachelor/ OHA odyssey Hawaii.
Dear Rally Point community first time posting a message here so I thank you all for what you do and the way you’ve help so many this may be my first time writing but I have read a ton.
So I will try to make this brief: Here are the facts:
-Did BCT/AIT last year
-Got orders out of AIT with dependents authorized to -Hawaii (My wife sole dependent) she lives in Kansas.
-Received KS BAH all this time
- Wife finds out I got Hawaii says she won’t be coming
- US garrison Hawaii says they don’t care Geo-Bachelors are not a thing anymore, I won’t be getting Hawaii BAH but Kansas’
- They also said the only way of getting Hawaii BAH is to command sponsor wife who is not coming.
END OF PART I
PART II
- I get send to the barracks I get paid KS BAH
- I provided financial support to my parents who lice abroad.
- Wife says she doesn’t wanted to be with me, and files for divorce.
- Fearing the worse I filed a Secondary dependency claim for parents. it gets approved but only for a USIP benefits card not for BAH because I am already getting it from my wife.
END OF PART II
The questions:
1. DFAS tells me to file a secondary dependency claim again after my divorce is final so I can get BAH on account of my parents. NOW I can get them into DEERS but BAH is a no-go until wife is no longer a dependent.
But Hawaii doesn’t give HI BAH UNLESS dependents are command sponsored. My parents are OCONUS command sponsorship requires permanent residency status that takes a ton of time.
I was getting BAH from wife in KS because that’s where my dependent was. Finance says in my parents’ case I am going to get OHA instead of BAH for wherever my parents live OCONUS.
IS THIS A THING?
