I've always been confused and vaguely troubled by US territories.

I was pushing citizenship paper work for 2 of my Soldiers down range. They had a naturalization ceremony. When I went there, they had quite a few Palauans being naturalized beside my two Soldiers. I was surprised how many of them were in the military, given the population.
