Does Re-enlistment Option 3 allow me to re-class into an MOS of my choice, regardless of in/out calls?

I'm currently an 11B looking to re-enlist and re-class to 35N. My retention NCO has told me that I'm Option 3, so my question is: Am I able to reenlist to become a 35N regardless of in/out calls?
I haven't been able to get a definitive answer out of my retention NCO, all he told me when I asked him about re-classing to 35N specifically was that he'd have to contact HRC.

No, you're in an under strength MOS. Option 3 means you're allowed to request training, it doesn't mean you'll be approved. You're only allowed this option because you've never reenlisted before. If you were a mid careerist you wouldn't even be eligible to request that.

Not NO but Hell NO,the available MOS for re-class are decided on in-outs and projected strengths. That's why reclass and recruits see them change at least every month, sometimes every week.
