My Coc is working on getting me promoted, I was demoted with Field Grade Article 15 from E-3 to E-1 in year 2017, I did TIG made my rank back to E-3 current,
and S1 told me that soldier with history of rank reduction is not eligible for waiver to SPC. Is this true? What my knowledge is that once I make back my previous rank, then I should be back on normal track of my rank.

AR 600-8-19 (Enlisted Promotions and Reductions): Section II, Paragraph 2-3, Subparagraph C5 states "Any Soldier previously reduced (for misconduct, inefficiency, or cause) must be fully qualified (without a waiver) for promotion to the next higher rank."

If I understand this correctly, then this means that your S1 is correct in that you are not eligible for a waiver since you were administratively reduced.

If You Have Time In Grade And Time in Service Why Do You Need A waver...

Definitely should be able to get a waiver for it because you have had 2 ranks between and you should have the time (of being e3 again) to be qualified to meet waiver.
