I would have to say, yes. There are plenty of places deemed off limits based upon illegal activity or perception of such.
When I was Active Duty there were several smoke shops in the Hampton Roads, VA area that were banned for Military personnel because they sold Spice/K9 and water pipes.
I understand that there may be exceptions, such as if a dependent had a doctor's prescription for medical marijuana and could not retrieve it themselves, but that would certainly be something that would have to be worked out on a case by case basis.

Absolutely ... As long as use of marihuana is prohibited by military members, they should be prohibited from going into places that sell it.
The local Armed Forces Disciplinary Boards (AFDCB) should place them on the "Off-Limits" list that military members are prohibited from entering.
