Should veterans hiring policy become a political ploy?

I can see this as smart legislation in regards to veterans, especially retirees, who don't always need additional health insurance. I can also see how it could be construed as a political ploy in taking a jab at the "Affordable Care Act".... I hope this works and could see it being an effective tool with benefits reaching out to the veteran population AND the small/mid size businesses (along with larger corporations).

How is this a political ploy exactly?
