I know that you can take a worn American flag to the VFW to be properly disposed of, but what do you do with a State flag?

That is a great question! My neighbor flys a California State Flag because he likes it! When it becomes really tired, considering the state of affairs in CA, does the CA Flag deserve any respect? SPC Robert Borton

I would say yes, state of affairs has nothing to do with what is going on in CA.

Depends on the state. My state, NC, says it may be respectably retired by fire.
