Can your army unit force you to buy cars eyes and get your name sewn on it and sewn on your ruck, out of your own pocket?

Technically your unit cannot force you to purchase anything out of pocket that you are not being reimburse for or included in your allowances. Question would be is it part of your clothing allowance the answer is yes.

And here ive thought all these years clothing allowance was clothing REPLACEMENT allowance. Short answer. Yes they can require it be obtained. In my opinion they should offer a standard means of accomplishing this. Cat eye bands are dairly standard. The information on them varies from unit to unit.

Should? Yes. Is it required tgat they issue you one for tgem to require you wear it? No. Thats like supply running out of unit patches and incoming soldiers not needing to wear one because supplues out. Cat eyes are cheap. If its that much of a financial burden let your team leader know you need to attend financial planning classes. Im not trying to be mean. But its really not that big of an issue. Its commercially availble and fairly inexpensive. Just remember the running cadence. They give you $100 and take back 99
