Does Reserve service time count towards TIG for promotional purposes on the active side?

Long story short, my AFCS has not been updating since at least April 2018 (12/12)and Promotions is stating that I will have to wait until my two-year mark for promotion.
According to AR 600-8-29, I need either 18 months AFCS in my rank or the day before my 2-year mark. How is it that in April my AFCS was already at 12 months yet I’m being told I have to wait 24 months. I already had to wait 3 additional months because of CAD. Is the Army really not going to count 9 months of TIG, even though it was in the reserve (5 months was TDY)?

I had to wait the full 24 months also when I got promoted to 1LT. I was with the Kansas Army National Guard and they did not give out any waivers, some states do however. I would speak to your S-1 or your Reserve Branch Manager to get clarification for promotion schedules/waivers:

You said you're in the Reserves but going Call to Active Duty (CAD)? Not sure how Active Duty looks at Reserve time for promotion purposes, but for retirement purposes- on the active side they only count the number of days you are on Active Orders, AT, ADOS, ADT, ADTS etc. 1 Day on Active orders = 1 Day/Retirement Point Credit.

Sir,
I applied to the CAD program in July 2017 and had my orders cut in September 2017. In a little over a month I will have completed my 1 year waiting period the CAD program has for promotions. I commissioned in December 2016.

I have. They had said that that the fact that the data on my ORB isn’t updating might be a system error. I followed up to get more clarification, but I haven’t received a response back.

2LT (Join to see) - I would speak with your UA or S-1. They will know how to update your ARB (that replaces the ORB for the Reserves). AFCS, is only a calculation of the number of days for Active Duty/Commissioned service- so you'll have to be on some active duty order (AT/ADT/ADOS/ADTS) to get this credit. I was in the national guard for over 10 years (non-mobilized time) and that only worked out to about 8 months of AFCS time.

LTC (Join to see) - After commissioning, I did my BOLC time (about 4.5 months) and then did nearly a full month of AT in 2017 before going active duty in September 2017. I commissioned in December 2016.
