Is the Transition Assistance Program just a check the block program?

I am in the process of narrowing my dissertation topic and would like to do it on the Soldier for Life - Transition Assistance Program. I need at least 50 Service Members who have retired in the past 3 years to participate in a questionnaire then possible interview to gather additional information.
