Do you have any tips or advice on how to communicate properly with HRC or a Branch Manager via email or telephone?

Having both email and phone numbers available on the Army HRC website is helpful if a soldier has a question or personal requests but at the same time it feels like a trap. The number one priority is for HRC to fill the needs of the Army. So how do you write a proper email to communicate effectively without getting short, vague and unhelpful responses? Any examples of phone introductions or email formatting is much appreciated. Maybe it's because I'm a naive and junior enlisted but contacting one of these resources gives me nightmares about them sending me to Fort Polk!
**My current situation**
I've been in the Army for four years and I am currently in AIT for a secondary MOS. It is a month out before I graduate and I am the last one in my class that does not have orders (was supposed to get an assignment 3 months ago.) My NCO told me that the reason I don't have orders is because HRC is not tracking that I reclassed. He says we are still trying to contact them but the future is unclear and you may not PCS at the max. of 90 days to get this resolved. This blows my mind at how hrc is not tracking because I had 6 months of AIT Phase one in one location and I'm in my 2nd phase now 5 months later in a different state. Would it be advisable to contact HRC to get some clarity and see if there's anything I can do to save time becoming a holdover? Should I call or email?

Email is preferred, branch managers are extremely busy with personnel actions, but they will reply to emails.

I would first call and follow it up with an email. There is no trap. Professionally lay out your status regarding a follow on assignment. I would not mention anything your NCO stated regarding his speculation as it relates to HRC not knowing your status. Simply put, I am in phase two and will be complete on x date and was wondering what my next assignment would be. Thank you for your service.

Be open and honest with your branch manger. They want to help you but your first choice may not always be available. Go into the conversation with at least three choices not just one. The more open you are to accepting an assignment the better you will be. There really are no bad assignments, well maybe Ft Polk. I would call first and then follow up with an email. It is your CAREER so take charge of it.
